Is there supposed to be a spacer on the left side, and the right side of a TO-30 axle support bracket?
The steel spacer goes on the right side only. If you look at a TE or TO-20 you will see the origins of that steel spacer. What became just a spacer on the TO-30 was a part of the generator mounting bracket on the Z120 engines.
